Combine the water, honey, and lavender in a small saucepan or pot.
Bring to a very gentle simmer, and then turn off the heat.
Allow the lavender to steep for 15 minutes.
Pour the liquid through a fine mesh strainer to remove the lavender. Store in an airtight jar or bottle in the fridge.

Be careful to not exceed 15 minutes for steeping the lavender. Otherwise, the lavender can become bitter. If you prefer a stronger lavender taste, you can always add more lavender blossoms.
